When the mafia gets larger than the local governing body the central machinery is required to put an end to it as no local police or public could stop these goons as they get the political backing to get rich and powerful in a short period. I couldn't believe this kind of Mafia/ Cartel system still existes in India. Its the sole product of local goverment corruption and powerless police.
