When it comes to battery, I would actually do the contrary, the lower the battery health is, the better, that could potentially mean that seller has nothing to hide and hasn't "pimped" his phone before selling. Battery swap is cheap and it's better to do it yourself (or take to trusted repair shop) than rely on the phone's seller.
Depends on the age of the phone, and if you are willing to pay for a battery replacement! Good input though:)

if its 8 years old with 99% then sure it might be pimped but if its high and only 2 months old then…
the downside is you lose water resistance when swapping battery
Most importantly make sure the phone is fully paid off and ALWAYS check to see in the settings-general-about under carrier lock and make sure it says “no sim restrictions” next to it to make sure the phone is fully unlocked. Most likely 100% of the time when you see this it’s fully paid off and not on a payment plan because carriers will not unlock your phone unless it’s full paid off. Other than that these tips are awesome and I always check like this when buying a used phone.

I’ve bought phones from people in the past cause usually they are cheaper than getting them at a store but this time i was lucky enough to buy from a store and i’m grateful and thankful for that, cause you never know with buying a used phone from a person what can happen. The phone may have some issues that the person didn’t tell you about or something might be wrong who knows

always ask a video of them going to settings general and showing the IMEI so you can check on apples website about it question it and then further inspect it in person easy as that

When checking the battery you don't want to just look at the health because sometimes it is inaccurate. What you want to do is check the battery Maximum FCC (max capacity the battery had when produced ) and Nominal Charge Capacity ( current battery capacity). Convert the ratio of them into a percentage and that will give you the true battery capacity
Also you can find those in analytics data under the last log aggregated file if Im correct

If you don't use it then maybe it's fine, but personally I wouldn't buy it if it doesn't have face id because it means that the phone has been broken/repaired in the past.
