He knows where everyone is down to where they are vertically in the map. He never runs into anyone when he's vulnerable because he knows where players aren't. That with aim lock that is fine tuned to not snap but look like natural play, with a VPN using a gigabit fiber connection into lobby in an area where low bandwidth is the norm, it's not him lagging, it's everyone else lagging, effectively giving him negative latency making him wait for everyone to catch up. Which is probably why he cuts oddly at times and doesn't use grenades. These guys get so used to being able to see what others can't that they slowly forget what it's like to play without that Intel and think doing things like buying a UAV every so often would actually enable that kind of play.
