Well, it's more strategic to have forces go into Gaza city first and gradually control more and more area. The initial invasion required massive bombing campaigns as well. If they started with Rafah then they're need to attack from the south. You would go from the south from two locations and converge onto Rafah but this would be a nightmare as you're practically surrounded in the most fortified Hamas position. And given how extensive the tunnel network is and the number of civilians who are there it's an even bigger problem. Now consider that the civilian evacuation would require civilians to move from Rafah into places you have no control over. Hamas wouldn't just let them leave (we've seen this already).
