Theres really nowhere to run when the borders are closed and your home is government issued, meaning you'd have to apply for another or stay with a friend (Both bad ideas) The police just know they'll eventually catch them no matter what, so it isn't worth their time chasing.

    • You mean outlaw bikers or literally Hell's Angels? First official chapter of Hell's Angels appeared here only in late 2000s. As for outlaw bikers most of them were teens or young adults, traffic violations and police chases were the biggest crimes they commited.

    • It was 1989. "Peace, friendship, chewing gum." At that time, the USSR believed that friendly and trusting relations had been established between the Union and the collective West. So the only money the film crew had to pay was for plane tickets.

    • It is unlikely that this is the KGB. Most likely, the criminal investigation department or the guys from the 6th department of the Ministry of Internal Affairs (organized crime department). They had the right to crack down on "work" against organized crime, the same methods that the RUOP would then use in the 1990s.
