People that have a degree, but don't know how many weeks in a year is an example between qualified and competent. I've worked with them. A person had an economics degree from an ivy league college. Didn't know what a supply and demand curve was. Had never heard of it.

He is highlighting a way for the administration to achieve their “human right” goal of affordable housing by eliminating this extra cost of requiring homeowners to pay for energy-saving features costing an extra $32,000. As a senator, he has to rely on HUD to eliminate that extra cost. Unless he can use his position on the Senate Appropriations Committee to withhold appropriations from HUD until she does remove that stipulation, perhaps.
