"that's a tool" by that part it cuts to the children using their phones to record everything that's happening. Showing that our cellphones can be used as a tool against crimes like those. 2. Or when teenage black boys would be shot in the past because policemen thought they were holding a gun, when they were really holding a cellphone.. So "this a celly" shows that the boys were just holding a cellphone. But the policeman think "thats a tool" as in gun, knife etc. 3. In the past black people used to be locked in the these big box like cages called celly's "this a celly" and it could be a "tool" because it was used against black people black then for racism purposes. But I think the first 2 make the most sense because when Donald says "this a celly" he literally puts his hands in the shape of a, well, telephone/cellphone. I noticed how the two times that he actually had a gun he was able to gently place the gun down on the red cloth and walk away without anybody doing anything. BUT when the kids are dancing around him and he holds up his bare hands and pretends to be holding a gun, everybody gets scared and runs. Maybe that's a comment on how "we thought he had a gun" is a prevalent justification for the shooting of unarmed black boys.

I think the biggest part of this song that still makes me go crazy is that... nothing has changed. even just the lyrics by themselves have continued to hold up to this day. i know things aren't gonna completely change in the span of 6 years, but getting significantly worse is horrifying. especially when you go on twitter nowadays and see that people are making fun of these acts happening now (acts as in violence and discrimination)

It also has another double-meaning as guns are often referred to as ‘tools’ in a lot of street slang. People have been shot by police for pulling out their cell phones and police “mistake” the phone for a gun. “This a celly-“ is what the person pulling it out would be thinking, “-that’s a tool” is what the cop would be thinking before they shoot.
