Is it a violation of the rules to install the front wing to stabilize the hull? (to avoid backflip)
That would be counterproductive, They can control the height of the bow using their drives and trim tabs! If you notice these boats like to run with only the rear 1/3 of the boat in the water, It is always a balancing act so they can run right on the edge of flipping and not flipping!
