Wisconsin is unique in it's laws regarding bear hunting and bear baiting. Because no more than 10 gallons of bait can be used at a time and the bait must be enclosed. Bernie what are your thoughts on making a hole in a hollow log and capping it top and bottom to use more like a barrel for in WI? Once that stump gets dumped its a free for all for all the coons, skunks, possums, crows, ravens, coyotes etc etc
Some people bury their hollow stump most of the way in the ground which keeps it from being tipped over. At least for a while, although bears have an easy time pulling it out, they are very strong. Still once the lid is pulled off, other critters can get to the bait. It's a partial solution at least. If you were to fasten the ends and say, make a hole in the side, a bear would probably work pretty hard at busting it apart. Plus it would be a lot harder to fill. I don't know if there is an easy answer to that issue.
