It's for people that didn't get their license yet! It is use as guidance. Those people are normally on long assistance period, by long I mean forever. 😂

It looks like they might be some form of a retractable pole that could be used to attach and put up flags at the front of the car, like other government vehicles. They might have made the retractable version so there are less aerodynamic hindrances when no flags are being displayed. Though I'm not sure if this is the exact reason, just speculation

It's a parking pole, quite common in Japan, particularly on older cars before parking sensors and cameras, just makes it easier to see where the corner (opposite of the drivers side) of the car is. However, in VIP car culture they also just look cool.
