A small country, a world away from Boston, is winning the war on drugs.
Just 15 years ago, Portugal was a much different place than it is today. It was hard to miss the people dying from heroin overdoses like what we see all over the United States.
Portugal is roughly the same geographic size of Maine, but with more than 10 million people living there. That’s about the same as the populations of Massachusetts, Rhode Island, New Hampshire, Vermont and Maine combined.
According to the latest statistics from the Centers for Disease Control, opioids killed more than 42,000 people in 2016. That’s more than any year on record - and it’s still rising.
In Massachusetts alone, nearly 2,000 people died from overdosing on opioids.
Like many communities in the U.S., Portugal seemed like a haven for heroin addicts, but now it is surviving the opioid epidemic.
The rate of deaths from opioid overdoses has dropped by about 90 percent in the last decade.
Could the Portugal Solution work here?

  • It can’t work in the U.S because of only two things: 1° - The U.S doesn’t have a Universal Health Care system. And there is no money to be gained in giving free methadone to those who want to leave their drug addiction slowly. In fact, the american pharmaceutical industry has an invested interested in keeping people addicted, not the other way around. 2° - A great part of the prison system in America is privatized, and they capitalize in mass incarceration. Having laws that treat drug addicts as criminals is something they have a monetary interest in keeping. That industry doesn’t want drug addiction to be seen as a mental or a health problem. Until those things change, nothing will in America.

  • This story misses one other important aspect, the breakdown of some of the guetos in LIsbon which were the the major hotspots for drugs, 20 years ago you could drive by its streets and see young girls of 12/13 and above sitting on the cobbled streets shooting H, they were like human rags that much reminded zombies on The Walking Dead, Lisbon city hall demolished parts of two major guettos, recuperated some others and builded dozens if not hundreds of new buildings with social rents (low income workers) but this time instead of concentrating it in the same area they displaced it all over the metropolitan area along with some primary and critical services and stores (that in the past they didnt have) including police stations to keep drug trafficking in check. In short by starting also the close proximity police for schools and those other two aspects above depicted they managed to reduce offer and demand over the years with less OD per capita.

  • It's not just about overdoses deaths. Along with the decriminalization came programs to support addicts and user, like free needles. That led to a decrease on drug related diseases ( which were a serious problem in Portugal ). Crime related to the usage of drugs also dropped, much due to the fact that with the metadone replacement addicts don't have to search for their fix everyday. That means they don't get the need to steal or kill just to get by the day.

In Portugal the access to weapons it’s not easy and “free of charge” as it is in the BIG young country USA!   • Im portuguese and this works, a friend of mine became adicted to hard drugs, but the gorvenement did not treat him as a criminal but as patient that needs help, he was sent to reab and thankfully it worked and know is life is on tracks again. I dont remenber a time were this police was not in place but i remenber the sories that my parentes told me of large amounts of their friends were lost to a drug that they didnt realize what it did

  • I think in the US everything good or bad is profit, in my country we still try to defend family values, so if you treat an drug adicted person you "save" is family and friends, not some greedy company... So many thanks to SR. João Goulão for his commitment!!! My father still uses this program and his is doing much better then back in those horrible years... An advise to my US brothers, embrace whats better to help your families and country! love from the ever greatest old country...

    • Compared to the USA any European country is tiny from Luxembourg to Germany. Portugal is the 19th largest country out of 52 in the European continent and that is how one evaluates the size of a country, otherwise a Dutch would have to speak about the giant Portugal for being twice the size of Holland!!!

  • well this was a very simplistic, and a very American way to see how we solve this an a bit misleading. only the consumption was decriminalized, not the drugs it self, the consumption was decriminalized so we could help the drug addict. one gets the impression the drugs were decriminalized, that is not so, not even cannabis. this was a multi-prong approach on many levels, passing by de physical destruction and rehabilitation of areas were the drug traffic was greater (casal ventoso etc) meaning taking a bulldozer and crushing the neighborhoods were dealers were living and dealing while at the same time our "DEA" crack down on them, while at the same time those programs described in this piece like the methadone vans and many other programs in the same vane helped the drug addict . so not has simple has "lets decriminalize drugs and give vans with methadone rolling around and everything will be fine" vibe like this piece makes it look.

  • I've seen lots of comments from Americans saying that this would be impossible to do in the US. I agree, not only because of the reasons that have already been stated from their point of view. By treating addicts, we got them off the streets. By that time, we also started to restore some old buildings and taking care of our property. Our main cities are now safer and cleaner than what they were 15-20 years ago, and that has contributed to the country's development in tourism. Porto and Lisboa have gained massive popularity since the turn of the century, as both cities got multiple "Best European Destination" awards over the last decade. Tourism is very important for our economy, whereas in some American states, it might not be. Don't lose hope, Americans. The video states that this extreme approach was not really liked by the government in the beginning, but as results started showing, they had no choice but to keep doing it. Results started showing long before the tourism boom.

  • They've had methadone treatment in the US since the 1960s..it works for many people. It works for me, and I've been on it on and off for 25 yrs. We have to do meetings, go to counseling, and we can earn takeouts so we don't have to go everyday...the only difference is we have clinics instead of buses, and if you don't have insurance, it's $300. a month

    • Not to be a dick but doesn’t sound like methadone is really working for you. I understand it may help you get by but you keep going back. Have you tried kratom ? A lot of people don’t know about it but it does work believe it or not I wasn’t on H but worked for 400 mg habit a day of oxy

    • Portugal its free the metadone . Im portuguese and let me tell u that 15 years ago , it was an epidemic the drug use, drug relared crimes, overdoses. After the decriminalation (not legalization as many think) the use of drugs, the drug related crimes dropped drastactly, police when caugh someone with small amouts of drugs, would help u and not treat u as a bandid. They would of course take the drugs and try to have a chat with u where u could get help. Of course if u got caugh with lots of drugs as a dealer, u would be prosecuted and jailed. Portugal instead of seing the drug useres as criminals, started to see them as people with health problems and direct them to treatment. I telling u, 15 years ago u coulnt walk at night; u would br robbed; lots of robberys, burgelaries, homicide, etc. Now Portugal is a great exemple about how it tackled the drug problem. Wherever u might read on coments, take my opinion as the truth about Portugal and decriminalization. I in first hand was a heroin user, and with these laws, my life changed. Thank u

  • Drug use is first a public health issue and only after a criminal issue. If you flip the priority around the solution will not work. If you cut the supply of drugs all you do is increase criminality. It's common sense really. It's not that anyone wants to pick up the tab and go out there and pay for this solution, it's that the alternative is so much more costly. Drug users should not be in prison, even if petty crime is involved, they need to be given a way out. Low demand for drug dealers reduces criminality. Get the drug lords out of politics in the US and you can implement these ideas, adapted to your own reality, which of course is different than Portugal, due to more gang activity and gun use, but still possible.

  • I wish this program could be implemented in the US. but I don't believe the States will see the financial benefits to the a program. One benefit would be more people would be able to work and pay taxes meaning they would get off the state paid insurance. The more people working the less crime. The crime rate dropping would increase property values increase meaning higher property tax. The most important benefit the families and individuals it would save. Maybe the see all that but let's not forget it's about money.

    • On the long run, yes, the US would see the financial benefits, and i do believe not only the financial side of it, but crime rates also drooping, savings with justice procedures, health procedures and many people would be able to regain dignity and contribute to society. But the real problem, imo, with the US runs way deeper because private prisons are allowed, private health corporations have great power in the US (same goes with guns) and the pharmaceutical private corporations also. Imo, many things had to change in the US to have the same effect. But if it could be done? If decriminalizing could be the first step to change?...that would truly make america great again! =)

    • It is financially worth it. If one truck gives methadone to 300 people a day, imagine how many robberies, assaults, arrests, jail costs and court fees/time were saved every month? Way more than the cost of a stupid truck driving around and handing out cheap drugs that will keep multiple people clean and capable to be productive long term. It's not about what it costs but what you end up not spending.

  • Also, if an addict takes this treatment and he knows more "veteran" addicted people who uses these drugs for years, they could scale things up by telling them that there is a way out and a treatment. It will not only generate good results but a better visibility on the problem.

  • Isn't this essentially how we deal with it in States like California and Oregon? People aren't getting arrested for drug usage. They are it's merely a ticket in there put right back on the street in most areas I believe. Perhaps the difference is in availability of treatment at most any street corner in Portugal.

Cenas entre adolescentes, casais novos e casais mais velhos, policias, professores, juizes, médicos e outras entidades de autoridade e idoneidade na sociedade, são lugares-comuns nos filmes de hollywood. Principalmente a partir do inicio do século XXI. Curiosamente aqui nesta peça, um português relata que esteve no afeganistão em missão, junto com as forças americanas. Em 2001, com a invasão militar pela força militar americana (e um pouco de outros paises) no afeganistão, a propósito da busca ao Bin laden, combate aos talibãs do al-qaeda, em que mãos terão ficado, até hoje, todos os campos de cultivo do maior produtor de ópio do mundo?

Com qualquer país é fácil olhar às coisas horríveis que cada um tem feito, mais difícil é desviar esse Focus para as coisas boas que vão fazendo. O nosso País é um belo exemplo disso. Não somos nem nunca fomos santos nenhuns, pelo contrário, muita podridão tem partido daqui desde sempre, ao ponto de querermos ser donos do mundo. É fácil apontar defeitos aos americanos ou à outros, difícil é olharmos ao espelho e identificar os nossos próprios males. A verdade é que me sinto profundamente grato por sentir fortemente todo este paradigma a mudar e ver como aos poucos vamos fazendo essa mudança dos dedos apontados para fora, para os 3 dedos que sempre sobram e que apontam para dentro. Americanos, Portugueses, Chineses, não passamos todos de Humanos que precisam encontrar esse ponto de integração em que na verdade não há separação. Será que conseguimos usar esses mesmos dedos para apontar antes o que há de bom nos outros? Quem sabe eles comecem a fazer o mesmo?

It was hell, because even if they wanted to get treatment they couldn't, since admitting they had a problem would be equal to admitting they committed a crime by consuming those substances.
