Dr. Manhattan is a god what the hell are you talking about? Man can create infinite amount of multiverses and re-create life. He is beyond time and space. Dr. Fate is always under Nabu control. Always (excluding those who became Dr. Fate after Nabu was killed).

BIQ, skill, and combat to dr fate. Even in base form he has access to all of nabus knowledge, experiences, and skill.Nabu is also 13.8 billion years old and is even older than the universe. Btw I'm pretty sure base fate held the universe together and was able to easily defeat superman and Martin manhunter simultaneously.

Al would try to conserve his limited magical reservoir at first, which would prove fatal. Even if he would go all out from the first second on i still believe Fate can take him because he is too experienced.
