To make things go faster, the pitcher only gets 2 disengagements, such as checking the runner on first. In the vid, the announcer was saying that this was his 3rd disengagement, so balk.

Since they banned the infield shift you have to have 2 infielders on each side of 2nd base. The SS was on the wrong side when the pitch was thrown so it was a violation of the rules.
