there is absolutely no way the cops couldn't encircled the entire group by blocking off the end of the streets so they couldnt drive off and arrest them all at once!
they could easily walk around recording everyone's cars and then take away the car owners license. A passive way to thwart these cars. They don't even car enough to pursue that. Ya, the people would just change their license but that means they're theives. When you run their plate and it's stolen now you can charge the drivers with bigger crimes.

In my day it was drag racing. Just as much was made out of it, and it was just as dangerous. Not saying it's a good thing, but we do all have to remember that the good old days were very similar. I do worry about the kids standing so close. All it takes is one car to flip over, and lots of people can be injured.
My dad used to race up and down archer avenue in his road runner.
