How do you get a good video on the S23 Ultra when it's pitch black outside? I keep getting what looks like fuzziness on all my videos, it looks like old Bigfoot videos..

for photos you want to use night mode or if you have a tripod or can prop the phone somewhere, use pro mode. For video you'll probably need lights (shoot 24 or 30 fps - not 60)
