Yeah, but he said in an interview a little while ago that he didn't like the story / writing before Feige got his power back (from Bob Over taking over again). He formally agreed to come back after that.
John Benathol comes back as Punisher confirmed at the same time some people are saying that Disney are dead. Doesn't look like it is to me.

Frank did survive the Snap as evident by the final scene of season two which takes place after the Snap where he is seen working for the CIA
He did not work for the CIA. also that final scene can always be retconned to being before the Snap. The timeline around that event can be molded.
Those 2 Punisher seasons were so good… I don’t know if I can expect things to get better from here. I’ll find out but either way, it’s not a terrible thing if I need to go back and rewatch S1-2

Unfortunately Kingpin is no longer an intriguing villain in MCU. The last two shows he has been in he was EASILY defeated by two different very low level hero's. His character has been thoroughly assassinated.
