A standoff between a suicidal man armed with a shotgun and cops outside the United Nations building in Manhattan ended after nearly three hours Thursday, police said.
William Tingler, 65, of Ormand Beach, Fla. was slapped with charges of criminal possession of a weapon, making terroristic threats, menacing, reckless endangerment and obstruction, police sources said.
He was seen pacing on First Avenue between East 42nd and 45th streets late Thursday morning, pointing the gun at himself and refusing to drop it, sources said. When he was arrested, cops found him in possession of a “manifesto,” sources added.
Disturbing photos from the scene show the man, wearing a red jacket and blue jeans, pointing the firearm under his chin as cops tried to talk him down.
Tingler was taken into custody around 1:45 p.m. He was brought to a nearby hospital for psychological evaluation, police said.

  • I agree that this is a sympathetic account of a man who although disturbed is trying his best to have issues going back centuries addressed. I have been familiar with St Helena since 1984, have lived there, and also made representations on behalf of "Saints". The issue boils down to these full British citizens having the same legal rights as those of us in the UK. It is an absolute fact medical negligence cases like this - and this is by no means the only one on St Helena Island - if it occurred in the UK would have led to an independent investigation. For example there is a recent one in to maternity care in Shropshire. The UK has a legal and moral duty to arrange this and it reflects badly on the Foreign, Commonwealth and Development Office that it did not do this and still wants to avoid it. St Helena is indeed one of the final few colonies in the world and of course the UN as well as the UK is keen to get rid of them. Indeed there is still a decolonisation unit. However thwe problem is (a) Saints are very loyal to Queen Elizabeth and the UK, and (b) their island is financially dependent on the UK. They do not want independence. Why would they? (b) gives you a clue to the root cause of the problem. The UK wants to reduce that financial dependence and save money, even at the cost of as in this case both physical and mental health.

    • Ignore the spin. What is actually happening is the limeys want to “quit St Helena” like they quit India. Basically show up create a mess, leave and expect gratitude from everyone.

    • @@evilkhamzat The Brits didn't want to quit India, the Indians made them quit - on the other hand, they don't know what to do with St Helena, and no one else wants it. That's what they get after bringing people as slaves to a tiny remote island in the South Atlantic, and then denying them the right to live and work in the UK, their so-called 'Mother Country'.
