  • Unless, otherwise words would fell into different interpretations. Not to mention that congressmen are notorious for insertion. Notably, the Budget for the past years was inserted with provisions NOT agreed upon. That is why it is very dangerous for congress to change the Constitution of the Philippines. So a big NO to CHA. The constitution change is anti poor because only the rich crony business investor will benefit and absolutely will push the poor to more poverty. The economic concern should be address by government supporting local filipino to own and develop business just like in south korea. That before they venture to international market the koreans made sure that they have become stable in their respective industry. The Philippines already have the most liberal law when it comes to foreign investment. There is no need for constitution change. The problem is the bureaucracy which is the system of administration marked by officialism, red tape, and proliferation
