You could technically go higher if you pushed primo to rank 35 since ranking up gives extra xp. You can also get luckier on the quests but thats it

Had to push to 300 to get the quests unlocked while also trying to get as little credits as possible so I don't unlock too many brawlers. After that I had to reroll quests and get lucky. One month later I had ONE chance to get it right or I had to do the entire process again

If you can switch to new legendary brawler having only Shelly you will be able to unlock quests having only Shelly as all credits will go into legendary brawler.
