I hope you reread the manga properly and get to know why Kishibe and Yoshida have the blindfolds on, and learn what Makima truly is capable of (she doesn't need victims, as shown literally in the next panels when Quanxi surrendered Makima just straight up decapitates Quanxi and her wives).

Base quanxi was quite at hypersonic speeds and Makima reacted too fast even for quanxi, We make Makima out to be over around 70 years old when going by age and I guess experience, she’s stated to have been around in her twenties and devils don’t really age so.. The government had stated they had raised her and Makima helped Aki out during his hard times 3 years prior to the end of Denji’s Yakuza slavery. About 11 years ago before aki joined devil hunting btw is the same day pochita was jumped by the 7 weapon devils and four horsemen for idk what reason. Probably after his heart! And I estimated thjs to Denji being around 5 and if you add those up then you’ll get exactly that, Makima implied that she had something to do in that too so she’s likely been doing what she’s been doing for a good 14 years, probably even prior and higher than this. She probably just knew about ww2 from Pochita and the government has raised her, surely she wasn’t of old age when coming to physique tho. Anyways quanxi has been a devil hunter for over 50 years, assuming they both (Kishibe and quanxi.) started off as adults on the first job and Makima as a child doing all sorts of crazy things. And considering her omniscience via cosmos devil and high intellect overall, she would’ve done some good things with it. And I assume quanxi most likely still could get experience, her speed is also probably greater cuz during the Gun devils assault that Attack speed was estimated around 30,000-80-000 relativistic something speeds Mach/the speed of light and not to mention her bangs were enough to send another estimated 200 kg creature into the vacuum of space, resistance to cosmic radiation (my boy pochita is broken..) and I covered the miles for us, she sent that boy 50 miles out the stratosphere…in SECONDS! QuAnxi stands no chance.

The Government aren't the one who actually raised her, but Kishibe was saying if Nayuta were to be in the hands of the Government she was bound to be as bad as Makima. Makima is also likely to have never died until Nayuta was born, since Makima knows about the life a devil goes through and what happens after, she also was alive long enough to find out all the perks of her ability, instead of just pure control she found out how to take other's abilities and manipulate memories, but Nayuta did also learn that. It's likely that Makima was alive since the cavemen, and never died (until the final battle).

Well, Quanxi is just a weapon which is relatively younger as compared to Makima who is the literal devil of control. One which has existed as long as humanity. She's one of the four devils of the apocalypse. (I.e ones whose powers rival those of primal fears) soooo this is pretty one sided lol

quanxi was the fastest hybird-devil she almost killed or sliced the body of denji in one sec it was incredible but for makima she can use people and kill other for example if you not watch chainsaw man makima power can kill people in long distance also she use some prisoners and use her power and kill both prisoner and enemy but enemy was like a balloon got popped

She was fast enough to react Gundevil, also fast enough to keep up with weakened Pochita and Darkness Devil (Both blitzed Quanxi)

Makima is one of the 4 horse riders,in manga we know only 3 of them,they are the most strongers devils(they cant beat Pochita or Darkness devil in 1v1(not sure Makima beat pochita but very hard+denji kill her after so pochita win) but be like Makima really hurt Darkness after he beat all of them and kill violence and shark...)
Your darkness devil statement is off, Makima had shown to intimidate it and have it wary and wanting to kill her. She is an obvious threat for it, and only hurt it to save her goals, since it was going to get Pochita, and as a number 1 fan she would never.
Makima did hurt him and bypassed his barrier, she also had it wary and stuff. honestly horsemen>primal devils, and the horsemen are definitely primal fears themselves.
