The 1887 Electoral Count Act was Constitutionally clear in 2020,/2021 the vice president reserved the right NOT to certify the votes and to send the votes back to the states, then back to congress for a final vote. There was no "insurrection" at all considering that there are 360+ million legal gun owners in The United States of America and not one citizen at the Capitol Building had a weapon. Its meant as an executive check against the Judicial branch. In the past, its been seen as political suicide to issue pardons in your own defense. For much of our history, this norm has been followed. But for whatever reason (cult), Trump isn't held to (or just simply ignores) the same standard.
