@@CiJ768 She is referring to the fact that with Spiderman around, it makes the city a larger target because the enemies want to destroy him so badly, and the city as well. Whereas if he wasn't there, perhaps the crime rates would be lower. That is my take on it from what she said and from watching superhero movies all my life pretty much.
