It looks like its been repaired before boys, probably a good idea to just shut it off and replace that entire section of piping. Or just plug a tampon in it and wrap it with flex seal...itll stop the flow...

When young I was hired to repair something very similar. I used a 4” coupling with a swage reducer and a valve. I set the coupling on pipe the welded out. After weld I screwed the swage and valve on. Job complete

Just trow a banded coupling around the pipe slide it over the hole and tighten with an impact. Its gonna soak you but it can be done. Or use a half pipe, a piece of rubber, and 2 chain clamps with 1 1/2 socket on your impact. You'll be done in 2 minutes

Just close the nearest upstream valve. Even children could figure that out.
You don't know what it supplies. Could be less safe to shut off. Even a child would think of that though.

I don't have a license for welding but common Sense tells me that to put a cover on the whole first then welded it onto the pipe would be much better and safe.

When young I was hired to repair something very similar. I used a 4” coupling with a swage reducer and a valve. I set the coupling on pipe the welded out. After weld I screwed the swage and valve on. Job complete

We use to fix natural gas lines like that down here in SoTex
Welded particle will go away by pressure. So first shut the valve of both side.
To stop leaking first close water valve then allow it to dry. Only then attempt to put cello rape or welding.
They should probably have put a shut-off valve somewhere...
Worst part is there is a shut off. They’re just accidentally showing how not do it.

Just trow a banded coupling around the pipe slide it over the hole and tighten with an impact. Its gonna soak you but it can be done. Or use a half pipe, a piece of rubber, and 2 chain clamps with 1 1/2 socket on your impact. You'll be done in 2 minutes

That diameter pipe is a trunk if a mainline, so a shut off valve should be close enough. Why didn't they use it? I was only a pipefitters for 27 years but I know a little.
