It's not that rare tbh. I got it despite Otto hating me and despite not getting any choice on first choice page. I assume I would be done for because I tried to support rebels in any way on my run but failed either I die to wicked witch Sophie, or I join her, or Empire barely wins because of my daring defiance of Sophie or me failing to be a good leader, but not a single good rebel ending on my run ;_; and I just needed 1 more troops number for it, no Valor to get it. But then I tried to make a peaceful ending via empire and I got it first try! Figures since my family was bonded but no Gloria so they helped me immensely in stopping rebels and they gave me one troop number I needed for peaceful ending :D So I guess it's nice having family! Also it's probably best ending or 2nd best, empire still intact but there will be slow but steady reforms to improve commoners life!
