This can be interpreted in two different ways being: All For One is talking to Yoichi Shigaraki (The first user of One for all) because he is the younger sibling of the two. or Shigiraki (Tenko Shimura) is talking about how Izuku is the son of All for One and that they are brothers. Since he was raised by All for One after you know what happened, and the famous theory that Izuku is actually All for One's son. Guys I know that it has been confirmed I’m just saying this to those “type” of mha watchers.

There is a parallel of AFO talking to his little brother and Shigaraki talking to Midoriya. If AFO is Izuku’s father, then technically Shigaraki would be his older brother since AFO took Shigaraki in as a son/apprentice.

The fact AFO said “Little Brother” suggests somewhere in the combined mass of AFO quirks is an older brother Deku didn’t know he had. Maybe older paternal brother. Quirks contain the memories and personality of the user right? Then that might suggest one of the quirks belonged to an older person who views Deku as his “younger brother” but how they’re specifically related? That hasn’t been revealed yet.

Then that might suggest one of the quirks belonged to an older person who views Deku as his “younger brother” but how they’re specifically related? That hasn’t been revealed yet.
