I felt bad for the women wearing the same dress. I think they showed a very dignified way of dealing with the situation by gracefully creating a distance.
I believe the women wearing the same dress are wearing a dress that’s part of their uniform as they are staff. I believe the older lady are one of Queen Silvia’s assistants.

It is the Swedish court dress, which has a lot in common with the dress that the first queen of the Bernadotte family, Charles XIV Johan's queen Desidera (eg Désirée Clary 1777-1860), wore as an everyday dress at the palace. The model has been around since then and is worn in recent years by the ladies of the court during festive occasions. If you search for "Désirée Clary" on Wikipedia (english version) and scroll down to the heading "crown princess", you will find a painting showing Désirée in such a dress.

I'm very surprised that Victoria and Daniel brought their children to what is obviously an adult event, no other children present. Here in America, this isn't permitted. And in my opinion, it's inappropriate at this event as well.

Princess Estelle and prince Oscar participates as many royal children do in certain events both as part of their training as well as this being a family event to celebrate their grandfather. They participated in today events as well.
That’s because only the children of Victoria are HRH’s and therefore considered to be official working members of the Royal Family. So they get to come to the official events when the other children don’t.
If the King didn't want the children to be there, they wouldn't be there.
It's not inappropriate at all. If you take a look at the other royal families, you can see that most of them also include their children in adult gatherings.
