The West Indies Federation was actually a real country that didn't last too long due to political problems due to the inherent nature of trying to politically unite a whole bunch of separate mini island territories. However, I don't know why the creator of the alternate history set the start date of the West Indies Federation sometime in the Victorian era, as the real West Indies Federation came about in 1958 untill 1962 and I'm pretty sure that there would be a different flag if the West Indies Federation started earlier on in the Victorian era. To answer why the majority spoken language is English is that the main territories that the West Indies Federation had formerly been British colonies.
And the West Indies Federation was a Commonwealth Realm, meaning it had Queen Elizabeth as its Head of State
