Whole eastern Ukraine is of Russian ethnic speakers..(50%+) ..since 2014 Ukraine govt treating them like 2nd class citizens.and final blow is in 2019 when they banned total russian language in Ukraine, (schools,govt jobs,books ,etc )... The same kind of escalation happened with Srilanka,when they banned Tamil language... they were in civil war 35 years+,that civil war even impacted my country and even killed our prime minister because he supported srilankan govt by sending army . it's the Ukraine govt to further provoke russia by banning and erasing native's language.

But meetings such as this do have a affect on sentiment the counsel still has significant soft power (aid agreements, financial support, international relations). Many of the members of the security counsel are already sending weapons and supply's to Ukraine, this meeting may result in a increase in that from them as well as other country's

What that means is American military bases and other European defence bases set up in Ukraine in close proximity to Russia border. So Putin had to stop this even though war is terrible and nobody wants war. If Putin did nothing then Russia would have had all its enemies on its doorstep
