How Aid Groups in Gaza Coordinated With IDF, but Still Came Under Fire | Visual Investigations

Using visual evidence and internal communications, The New York Times looked at six aid groups whose operations or shelters came under Israeli fire despite using the Israel Defense Forces’ deconfliction system to notify the military of their locations.
These humanitarian organizations have a direct line to the I.D.F. and come from Western countries, including Israel’s strongest allies. Some of the locations struck had been clearly marked or located in a special humanitarian zone that Israel said was safe for civilians.
The pattern indicates that in Israel’s battle against Hamas, not even the places with every available avenue of protection are safe from I.D.F. strikes.

  • I’m an Aid Worker who has been helping people in need for 15 years in Ukraine, Iraq, Syria, and Afghanistan. This incident shook us to the core, because WCK followed all the safety measures we rely on to keep us from being targeted. Also, this was not some poorly trained militia group in Central Africa. This is one of the most advance militaries in the world. Either this is intentional, or IDF is so inept they are incapable of enforcing basic safeguarding measures.

  • According to the Daily Telegraph, Haaretz, and others, the commander responsible for the WCK killings, who was fired afterwards, was Nochi Mandel a West Bank settler and "religious nationalist." In January 2024, 130 IDF reserve officers, including Mandel, signed an open letter imploring that Gaza be deprived of humanitarian aid and that "humanitarian supplies and the operation of hospitals inside Gaza City" not be allowed. According to Haaretz, in Gaza, "every commander makes his own rules." In other words, the commander ignores the higher command and does what he wants. So there are people making decisions on the ground who believe, like Yoav Gallant and Itmar Ben-Gvir at the top, that all aid workers are supporters of Hamas and should be killed. That would explain the pattern of killings found in this video. They're not accidents, they're not incompetence -- they're deliberate murders.

    • There is no legitimate comparison between Yoav Galant and Itamar Ben Gvir. They are vastly different people politically and ideologically. Itamar Ben Gvir is a populist racist who was barred from service in the IDF because of his extremist ideology and actions. The fact that he somehow weaseled himself into power in Israel is a huge point of contention for many people. Regarding your statement - your analysis is not far off, but your framing is. Every position of power is ultimately staffed by people. Most times it's the right person, sometimes it isn't. Some police officers are there to help people, others are there to abuse power. Unfortunately, people don't always wear their motivations on their sleeves, or we would never have any corrupt or abusive police officers or politicians. The same holds true for every military in the world, including the IDF. Some people end up in jobs they should not have. The IDF does not have a deliberate policy of targeting civilians or aid workers, but that doesn't mean that individuals thought the organization don't abuse their position for personal reasons. As with every organization, when those individuals are caught abusing their power or using it incorrectly they are dealt with accordingly (as happened here). If it is found that this officer acted with express knowledge that these were aid workers, then he should sit in prison for the rest of his life. This is likely not the case, though I do not object to the idea that he may have been lighter on the trigger because of his personal views. He would still have needed a legitimate target identification before carrying out the strike, regardless of how he feels personally.

I used to write reports of IDF killing innocent civilians (particularly medical personnel) which were researched well enough by human rights organizations and the media to give reasonable grounds for a trial, but the Israeli government never did anything. The whole system is corrupt. Netanyahu talks about "Amalekites." Government and military officials openly say that they want to exterminate the Palestinians. If the hard-liners aren't in control, why can't the food trucks get through? How many deliberate murders of aid workers do you have to see before you're convinced that it's the system, not a few bad apples? With their "facts on the ground," the settlers are a major lobby in Israel that will make the two-state solution impossible. The Israeli voters are supporting them. This is creating problems for Jews (and everyone else) in my country because the Israel lobby is perhaps the most powerful, best-funded, well-organized and most effective lobby in the country. They're spending unprecedented amounts of money in primary and general elections, supporting or attacking candidates on the single issue of Israel, many of them conservatives or Republicans who are bad on every other issue. AIPAC even defeated a progressive Jewish candidate, Andy Levin, who was a Zionist -- just not Zionist enough for AIPAC. The solution would be for Biden to do what Ronald Reagan did, and tell Netanyahu to end this war (with the implied threat to end funding and political support), but Biden for unclear reasons won't do it -- even though it might cost him the election. AIPAC's lock on the elections would probably make it impossible. So Israel may be contributing to Trump's election. American Jews, like Jewish Voice for Peace, believe that their identity and education as Jews requires them to fight against a mass extermination like this. We didn't like it when it happened to us, and we should stop it from happening to others. Jews have often adopted causes, like Soviet communism, which they finally abandoned. Zionism is leading to such horrible atrocities, with poor prospects for improvement, that I can no longer support it. Perhaps it's time for you to consider whether the cause you're loyal to has finally betrayed our Jewish values.

    • There was a story in the NYT, "A tunnel offers clues to how Hamas uses Gaza's hospitals," by Matthew Rosenberg and others, Dec. 2, 2023, that did something like that, but they said that because the hospital, grounds, tunnels and other evidence were so completely destroyed, it may be impossible to come up with a definitive conclusion. In summary, they said, "Evidence examined by the New York Times suggests Hamas used the hospital for cover, stored weapons inside it and maintained a hardened tunnel beneath the complex that was supplied with water, power and air-conditioning." Even assuming this is true, I don't understand why the Israelis had to completely destroy the hospital. There is the paradox that if you declare a hospital a conflict-free zone, it will be irresistibly tempting for the enemy to use that hospital as a safe zone for military operations. Couldn't it be captured and maintained without Hamas? How are hospitals usually treated in war? When the Nazis invaded France, did they destroy the hospitals? Are the Russians destroying Ukrainian hospitals? Why are they destroying MSF facilities?

It hopefully makes it so that in the future, the IDF and other militaries of western countries prioritize protecting civilians much higher, because they otherwise lose support from allies and the public.     • The Gazans recorded themselves digging the grave in El Nasser in January. And now they are pretending to be surprised by it, Israel may have opened the graves to see if our abductees were buried there because Hamas simply threw some of the people it kidnapped in random places so Israel is trying to find them but it didint dig this grave itself.

    • NYT investigations like this generally take longer to release because they are so carefully and extensively reached and vetted. When you’re going to contradict the word of a powerful regime, you’ve got to be exactingly precise. I hope they cover those incidents, but if they do, the video will probably release it in a few weeks.

  • The whole idea of having safe zones , of making deals not to bomb at a certain time in a certain area is completely doomed from the beginning. I don't know whether there is a thoughtpattern understanding that one can trust modern military drone technic or that one can trust human decisions in war times ... Obviously this is a misconception. It is realistic to mistrust technic. It is realistic to mistrust human decision making processes, especially in war times.

  • I’m from the UK. and have always supported Israel and their right to exist. I was a teenager when Entebbe happened and was in awe of the bravery of Israel. I have also visited concentration camps in Poland and will never ever forget the horror and depravity I saw. I think the actions of Hamas October 7th was utterly appalling and I understand Israel wanting to get rid of Hamas and for the hostages to be returned. However the Israeli response is so extreme and murderous and it will not solve the Hamas problem anyway.     • I very much agree with you and, like you, my mind goes to the Entebbe rescue when I think of how things should have been handled by the IDF after October 7th. The current war in Gaza is really the antithesis of the rescue at Entebbe. The Entebbe raid was precise, did not cause unnecessary risk to civilians, and emphasized the safety of the hostages. By contrast, the current IDF actions in Gaza are wide-reaching, often indiscriminate, and prioritize killing terrorists (or even just suspected terrorists) over preserving civilian lives. Along with that, the IDF has taken absurd risks with the lives of hostages by bombing facilities where hostages could be kept, shooting people without proper identification (leading to three hostages being shot and killed by the IDF), and restricting humanitarian aid that very well could be keeping hostages alive. It's awful seeing evil repaid with more evil. And that is happening now.

    • No. That's a good question, but no. You can look at the public statements of Israeli officials at the top of the government, like Netanyahu, Ben-Gvir and Gallant openly calling for an extermination of the Palestinians, including the children, "because they will grow up to be terrorists." That's what Netanyahu meant when he referred to the Palestinians as "Amalekites". Look up the video, "The Wedding of Hate" and you will see Ben-Gvir dancing to celebrate the murder of an 18-month-old Palestinian boy (with his parents in a settler arson attack). They've also said that aid workers should be treated like terrorists. Human rights lawyers say they've never seen a case of war crimes where the perpetrators have openly admitted their motives like the Israelis are doing.

I've dealt with the Israeli government on human rights abuses for 40 years. The Israelis never do a real investigation. They never disclose the results of their investigation. If they do give a response, it's an obvious lie. For example, go to the Goldstone report (paragraph 770) and see the case of the Rabbo family, where an IDF tank crew drove up to their home, ordered a a grandmother and her grandchildren to come out carrying a white flag, and machine-gunned them down, killing the grandmother and two grandchildren, aged 3 and 5. This got extensive news coverage. The Israelis never interviewed the Palestinian witnesses, and never reported the result of any investigation. That was 2009. Do you believe that they're doing a real investigation and need more time?

  • The claim that a strike happened within the Al-Mawasi 'safe' zone, the only location that has ever been declared to be 'safe', was one I'd never heard and from everything I'd been able to gather there has never been any credible evidence of a strike by the IDF within the safe zone, even when Hamas operates from within it and fires hundreds of rockets outwards. Fact-checking this one was brutal but it was the geo-location information that made it clear - this is a blatant lie by the humanitarian groups involved, and is being repeated by the NYT in this instance. They are not and never have been within the Al-Mawasi humanitarian 'safe' zone. You can actually see this quite clearly yourself within this video if you're familiar with the area - at 7:50 the NYT shows a map of Gaza where they have hashed out an area of the map as the safe zone, and show the location of the compound. If you are at all familiar with the area you should see the problem right away - that greyish blob south of the location is Khan Yunis... the Al-Mawasi and the Al-Mawasi humanitarian zone are WEST of Khan Yunis, the zone does not extent to any substantial amount north along the beach until very recent history - like the last few weeks - and for an extremely brief period of time at the start of the conflict, within October - where it was briefly around where it's marked on the map in the NYT visualization... but critically still doesn't overlap with the location of the compound. You can geolocate the compound quite easily yourself on google maps, it's immediately north of the Al-Aqsa University in northern Khan Younis - like right across the street. The area in all directions is all considered Khan Younis and not Al-Mawasi (the town/area) so that's not a potential confusion anyone could be operating under. The alleged strike on the compound occurred on January 18th - the borders of the Al-Mawasi humanitarian 'safe' zone - the ONLY location ever claimed to be 'safe' by the IDF, DID NOT CHANGE ITS BORDERS from October 30th until well after the strike on January 18th - and those borders were NOWHERE NEAR the compound. Despite this both aid organizations operating from there - whose people as far as I'm aware were bravely doing genuine and incredible humanitarian work and helping the Palestinian people - claim it was within the Al-Mawasi humanitarian 'safe' zone. I have no reason to doubt the location being deconflicted with the IDF, but that is a VERY DIFFERENT CLAIM. It's consistently mind blowing how the people ostensibly supporting the Palestinian people's wellbeing and righteous cause for self-determination CONSISTENTLY f'ing lie in really egregious ways - this is a particularly despicable instance because it's so obviously incongruent at a glance, the NYT has no excuse for not catching this. If I can look at its location and instantly realize "hey wait that's north of Khan Younis" then surely the most incompetent journalist should be able to - and a place like NYT should have this information go through entire teams of researchers prior to being published.

We could go through data to quantitatively understand why the situation in Gaza is far worse than any eventual war crimes committed by the US army on the mentioned war theatres, but that would be irrelevant, and it would legitimate your "what about" rhetorical exercise. Israeli authorities have committed way to many war crimes in this war, and they have to be acknowledged, you are not helping Israel and its cause with your fallacy, quite the contrary...

  • As I see it there is a solution for this crisis. The international community needs to come togheter and put an UN peace keeping force that separates the two and prevents fighting happening from but sides. This is the short-term solution. The Long-term solution is a one state where all rights are guaranteed under Israeli law and in accordance with international law or a 1967 boarder with two states that is separated by an international peace keeping force but I don't think Israelis will agree to this so a one state solution is the only solution as I see it. The Palestinians should have the right of return to the land that was stolen from them and given the same rights as any Israelis. This is common sense. Those people have ancestry that goes back thousand hundred of years and should have the same rights has any European or an American Jew who wants to settle there. May the Lord of peace guide both sides. 🙏🙏🙏🙏
