I wouldn’t say these infants overdosed. An overdose is not possible for a child who isn’t intentionally ingesting a drug. These infants were poisoned by irresponsible, negligent family members.

People aren't overdosing from environmental exposure; it has to be directly ingested, or otherwise find its way directly into your bloodstream. Getting some on your hands, or inhaling a small amount of powder would have a negligible impact.
