I think the reason to max the battle machine to get otto is that when its maxed out we cannot see the face of master builder controlling the battle machine, so when the master goes to the other village otto has the job to control the machine but we cant see its face because possibly the devs didnt want to make a seperate animation for otto driving the machine.

I think I saw that when Otto bot was cutting a tree, it used it's left arm which had scissors but when upgrading a building, it uses it's right arm that has a hammer
