Yes, most of the time. However, some baby foxes are left abandoned or the mother was killed. So they probably raised the fox from when it was a puppy.
They also probably talked to the local Audubon society on what to do with a baby fox.

The fox has more at stake when fighting. Her vulnerable points (eyes) are near the weapons (teeth) and they travel together. The cat on the other hand uses claws and her eyes are safe. So cat is more of a ranged rather than a melee character when comparing to a fox. Although foxes annoyance skill seemed to take effect. It's up there with maybe a racoon or a macaque.
