No, they didn't cut this out of the NTSC/PAL versions of the game. The going theory is that since the JPN version was released later, it had more dev time, so they included bug fixes and amped-up the final boss. This boss also includes the E3 music used in the Wario World trailer.
Since I couldn't find any 1080p footage of the Japanese version's final boss of Wario World, I took it upon myself to record some. It has 4:3 aspect ratio to retain that GCN charm.
EDIT: Don't harass each other in the comments; I may have edited the description a few weeks after I initially uploaded this video, so some comments might have be submitted on original release.
Also, my skills are severely lacking somewhat, this is really only my third time fighting this boss.

Well Mario Is A "Phycopath" So It Makes Sence.
This is a MUCH better boss battle. The second phase is actually a fight. Attacks are flying back and forth between Wario and the Black Jewel. The music is upbeat and intense in true beat 'em up game fashion. I would have loved to actually punch that smug Jewel in the eye when I was a kid. Nintendo, bring the FULL game onto the Switch!

Sadly it's not going to happen because America doesn't have a good reputation with Nintendo for a lot of reasons... mostly involving Melee & Mother 3.

I like how there's a bell sound effect when phase 2 starts, like the start of a wrestling match.
There's also one when it dies.
I love how they changed this fight, and it fits Wario to the letter. Phase 1: I am high and mighty, and you shall tremble before me. Phase 2: drops the act and just goes in rough with fisticuffs
I liked how you finished the boss with style instead of using faster options
This goes from "Standing up against the tyrant" to "Head-to-head showdown".
Originally I thought they cut this version out of the US/PAL versions but now that I know this came out 11 months later it's just like what they did for the PAL version of Luigi's Mansion with Boolossus and the Hidden Mansion.

@@SpectralSlugger In the PAL version of the Hidden Mansion the entire mansion is mirrored. more ghosts appear around the mansion and more powerful ghosts appear earlier than they do in the normal mansion. bosses are more difficult and have new attacks such as Chauncy's rocky horses being bigger and swurving left to right instead of a straight line, Chauncy moves a lot faster. the Boolossus fight is more difficult because the Balcony floor is made of ice and Luigi has to ride on the Poltergust (which explains why it has wheels) trying to pop Boolossus. hearts are hard to find and you can only get big hearts from the graveyard. Boos are more agile and difficult to catch, some have more HP while others are the same. However if a Boo has low HP they are very fast and can leave the room in seconds. Speedy Spirits and Gold Mice always drop a Blue Diamond when caught. The Pal Hidden Mansion is the only way to get the Rank A mansion.
if they ever do a remake on switch i hope they either let you choose which version you want to play or just add the second phase

On a second look i noticed the texture changes to glass cracks as you punch it to visualize how much damage its taken before its stunned to grab. neat detail.
If this game had another version of it, it must have like a hard mode, where it includes the Final Boss's Phase 2 with more Spritelings on that boss. Not only that, but also make the enemies and other bosses challenging, maybe the bosses having another phase, if some players wants to play with more skill.
If only this boss fight was also updated in Europe and America, and not just Japan back then...

At least a Switch port would be nice. The Gamecube games get forgotten way too much.

It was due to Nintendo rushing the game for Western release, Treasure wanted to add more content which become evident in the Japanese release having come out a few months later.

While I nevered played Wario World, it looks like an interesting game and the boss look fun as well. Seeing this, makes me wish that this would be included in a (possible) remaster of Wario World. Alsso this might be me, but who also thinks that it would be cool if the Black Jew turn into a robot form in the second phase? Cause I think that would be pretty neat.

This looks so much more like a fight than the one I played. Didn't get the cool second phase, it was just laser beams and pillars of fire the whole time. Kind of left sitting there after I beat the black jewel like "...that's it?"

USA Ver is hardcore. But Japanese got garlic to make Final boss easy

Eh you’re half right, he did name the black jewel as one of the worst fights, but he was talking about the NA fight which only had the first phase for all 8 health bars. A future vid has him reference this version and how the year difference before release between regions helps it
