While Ukraine continues its struggle against Russia's invasion, another war has been raging within the country for years: corruption has been a long-standing internal enemy since the collapse of the Soviet Union, with high-profile investigations exposing corrupt practices at various levels. It poses significant implications for Ukraine's future, including its military efforts and aspirations of joining the EU. The High Anti-Corruption Court has managed to produce verdicts despite the ongoing conflict with Russia. Additionally, efforts are being made to remove corrupt judges and reform the Constitutional Court, a key demand from the EU.

  • Corruption is the cancer of society. Its especially bad during war time when the country is vulnerable. Punishment for corruption needs to be much harsher to disuade people from it in the future

    • Punishment is the least problematic part here, corruption often leads to lack of prosecution and then the punishment doesn't matter if it never gets there. In corrupt countries corruption charges are often used against the enemies, only to fuel corruption in total

  • The moment you get the constitutional court free of corruption, you reached a milestone. I am sure Ukraine is on the right track. To have a constitutional court is something that is worth a lot. Our German constitutional court corrected so many unconstitutional laws. That made me so frickin proud. I am always happy that we have one.

    • They wouldn't be in this situation if the military had received funds instead of being sold out the back door. Borders on treasonous behavior. It's going to be complicated to arrest Generals that just saved the country for selling it out in the decades before. Some live in houses that are way too big for their income. It's going to be interesting. Ps - and then there are the Ukrainian oligarchs. Mariopol steel mill was owned by a single person.

    • Quite an optimistic view but I'm afraid the truth is quite the opposite. Never in history has been nor will be in the near future a case of a country, completely ruined and depressed by war, to come out of it less corrupted than it was prior. Even equipped with the Ukrainian courage and bravery, a country will take at the very least a decade to rebuild.

  • Another aspect of this corruption is in education system , specifically in universities. You will be shocked how horrible it can be for a foreign student who doesn't wanna pay corruption money and just study normally. Medicine and medical schools are the worst in my opinion as I was a victim of this for 4 years and still feel hatred towards this system. I'm surprised why no news agency ever looked into it.

    • I am not sure they are the worst, it is rather that they are one of the most popular choices amongst the foreigners. But it varies, some universities and some specialities are decent and even if corruption is possible it is not required to pay anything, but in some it is just awful. We need a reform of our higher education system in general, we have too many universities in my opinion.

    • @@BohdanMelnychuk I also thought that I will just study and won't be paying anything, but to my disbelief, first day of 3rd semester I went to class and found out university has expelled me without any notice. Later turned out it was an in-fighting between university's finance department and the law firm that was responsible for us. Long story short, they stole the tuition money and I was left alone. When I got a new visa and came back I was extra cautious to triple check everything. They again did something similar but this time the university itself. They deliberately didn't enter my grades into the system although I went 3 times to check and they said it's OK. I've got a lot of stories to tell... 😂

  • The fact that they actually punish high officials for corruption is huge. Most Western countries are some form of capitalist democratic republic with social programs, but not being fully authoritarian doesn’t= no corruption. Many, including mine are so hesitant to hold the powerful accountable, it endangers our freedom & safety.

  • There's a lot of corruption, even in the European Union's parliament and in Denmark, one of the happiest people, they say. I wonder if there is corruption in Germany and other European countries. Anyway, the best weapon Ukraine can use against corruption is to ensure a free press and an independent justice system.

They say the fight it, but there is nothing really done. this kind of fight will take many many years as is not only hard to penetrate a system that works like this since the USSR, but you need to change people minds. For now there is no actual proof anything is done, just the opposite. thugs are war heroes, tons of money are living the country, and the state does still abuse eu laws and help.

  • Ukraine has made huge steps in its anti-corruption measures. However, by being part of the Soviet Union, where corruption wasn't just ignored but expected, corruption became endemic and embedded in Ukrainian culture. The situation became much worse after the Soviet Union collapsed. When the resources of Russia were stolen by a few, encouraged and protected by the army and FSB led by plunderer-in-chief Putin, Ukraine had another model to emulate. Many western companies were successful in Ukraine, but the experiences of myself and many others were not random. Broken contracts were the norm, and recourse to the law was an exercise in futility because the courts themselves were "open for business." Gaining membership to the EU is a long and arduous process for any country. For Ukraine, corruption is a major impediment. It is encouraging to know that Ukraine is taking the journey seriously and, whatever happens after Putin's ego trip that has cost so many lives and such devastation, Ukraine will have learned so much. It will have the institutions to match the courage, strength and resilience of its people.

    • Trust and the fair rule of law is what allows business to flourish, in an environment where investment, production and trade can be done with confidence that hard earned gains will not be stolen by others. The problem with the former Soviet countries (and others like China) is there is a deep cultural distrust of 'the system', resulting in an 'everyone for themselves' culture. Both systems are self reinforcing so it takes huge effort for a country to switch from one to the other. It's an especially difficult transition for countries with extensive natural resources, because this allows a highly dysfunctional state to continue and appear successful, while in reality they are just dependent on 'unearned' wealth e.g. from Oil or Mineral sales. It's likely therefore that the move away from fossil fuels will change this dynamic somewhat, albeit resources of other types will likely become the same issue in other parts of the world.

  • Corruption in Ukraine as well as in other post Soviet countries is like tradition. I don't see that changing anytime soon. For example people that had money bribed their way out of the country in order to avoid being drafted and people that didn't have money were drafted. Obviously there are cases of voluntary enlistment, but those are rare.

    • You should pay attention to developments of these countries. Countries like Estonia, Poland, Lithuania etc have reduced corruption by a lot and are now medium income countries. Outside of Russia, Ukraine is the most corrupt country in Europe, but if other former Soviet states can improve, than so can Ukraine

In our countries it is very likely that corruption is hidden, many laugh at Ukraine for the corruption but it is much more worrying that we do not hear cases of corruption in our countries so nothing is done about it.

  • There's also another thing about IT solutions helping in reducing corruption, at least at the clerical level or the mid-management level in that if you set up processes, systems that is, in which you deal with things like payments for fines or fees or taxes, you eliminate the personal contact necessary for some sets of corruption. This helps, especially if the system is set up in such a way that it is both fair, and effective. But it is the high level corruption that is the real problem in the old Soviet system. Of course it couldn't survive without all of the low level stuff too. So there has to be one, a cultural change which is ongoing, a process change which is also ongoing, transparency at all levels which is being attempted at this point, a fair and equitable system that does both effect of governance at the small level and has the support of the people because they trust it due to the system dealing with corrupt individuals. So the judicial system must in fact be independent, in addition to all of the other things above. There is a good argument to be made that while elections of judges is not perfect it at least self-correcting, whereas appointed judge systems like the ones that exist in many parts of the world including a hybrid system in the United States where you have both elected and appointed judges, appointed judges are much more prone to being controlled by outside influences and protected from individual judges shenanigans by these outside influences. Elections have their own problems, but it does provide a self-correcting mechanism for limiting corrupt individuals and even systems, given a long enough period of time

  • This was one of my main concern since ages. The country is just not transparent & fair, even if it is "democratic". So yes, this war is an excellent opportunity for reform. Not just because everything is broken and needs to be rebuilt, but because the very image of what Ukraine means is being formed in the minds of the population. Before the war your only concern might be your job and your wife/girlfriend. But during the war, that awareness expands to the whole of the country. Every single Ukrainian is your brother/sister. And yes, brining in outside third party experts and transparent observers is an excellent idea! Good luck Ukraine! Your heart is on the right path!
