That letter about the eye examination, I can understand. One of my older relatives has a pair of kids binoculars that he uses to read the tv screen at closer range so he doesn't have to enlarge the font.🤣🤣

Affect is an observed emotion (His affect was flat). Effect is the result of action. (He had a huge effect on me.)

More, affect is a verb except for the single case where it is a noun, as you so astutely observed. And effect is a noun except in the usage, "We intend to effect changes in procedures", where it is a verb.
