It seemed like they were toned out to a medical call and not the fire that Truck 13 went to. That is a perfectly normal pace for medical calls especially inside the city. The drivers for my department have different siren usage depending on how urgent they think the call is and you can normally tell if they think it is serious enough to go full Q at 65-80 mph down the road
