pause the game press the open button and hold then switch to the 2nd one and continue holding the open button

I pause the game I press P for a bollard to go in, keeping my finger on P I swap to the other bollard and hold. When I press J to unpause only one bollard goes in. Am I doing something wrong?

J stop and start the bollards when booting then have to press the start key and move on to the next one and start the next one and continue between the start key
