The Hisui Region is based on Hokkaido before it was formally integrated into Japan. Back then the Japanese called the island Ezo, and it was a mix of mostly indigenous Ainu people and some Japanese. It was basically a Japanese colonial territory.

It looks fine to me, tbh, and it seems like they actually give cutscenes for certain things, instead of just background noise, and subtitles on what actually is going on.

The concepts being shown look like a lot of fun but the world itself looks kinda empty and boring. The places we have seen so far have just been kinda generic and without any other towns besides jubilife, I'm worried that the game may come off as a bit boring when exploring the Hisui region

That looks to be a new evolution for Scyther. This one seems more natural compared to Scizor. When you think about it, Scizor is a man-made evolution, since it needs a metal coat and a trading station to evolve, both things made by people. This game takes place before such things were created, so it seems.

Pokemon are absurdly powerful and dangerous when you read their entries. To survive in such a world, assume that humans had to evolve to be much tougher. Ash constantly gets electrocuted or burnt. Team Rockets always survives explosions and getting shot into the sky.

Team Galactic travels back in time with the Expedition Team to catch Arceus. It's the culmination of a plot arc that started in Gen IV, was expanded upon in Gen VII (with the wormholes and The Looker) and will likely be fleshed-out somewhat in the DP remakes.
